The Adult Skills Fund (previously the Adult Education Budget) data for the full 2023/24 academic year will be published at the end of December 2024. My officers will do further analysis of this data to identify the number of learners on green learning aims. This will be available from February 2025.
City Hall’s analysis of Adult Skills Fund delivery in 2022/23, the most recent full academic year of data available, estimates 31,780 learners were funded on green skills learning aims.

Is the AEB/GLA or providers monitoring where their learners end up after completing their training?

The GLA’s main source of monitoring the progression of learners following Adult Skills Fund (ASF), previously the Adult Education Budget, training is through the London Learner Survey (LLS). This voluntary survey is commissioned by the GLA each year. In 2022/23, the most recent full academic year of data, around a third of respondents were unemployed when enrolling onto their ASF course. Following the course, a quarter of these learners had moved into employment. Construction, a sector closely aligned with green jobs, accounted for five per cent of these jobs.
My Mayor’s Skills Academies (MSA) Hubs programme monitors learner progression. As of September 2024, the MSA green hubs had supported over 4,670 Londoners into employment, apprenticeship or paid work placements. Outcome data for Wave 3 (financial year 2022/23) of my Skills Bootcamps for Londoners programme will be published at the end of December this year.

Through my London Growth Plan, I aim to help create 150,000 good jobs by 2028. The Green sector will be a key area of focus of the Plan to grow the London economy and drive London’s green transition.

I have provided funding for green skills through the Adult Skills Fund (ASF), previously the Adult Education Budget, my Skills Bootcamps, Mayor’s Skills Academies and Skills Capital Fund programmes. Data starts from 2019-20, the first year I took responsibility for the ASF in London. City Hall estimates the total investment in green skills through these programmes is £138,308,772.
The data for ASF is to 2022/23, the most recent full academic year of data available.

What is the average salary of green jobs or placements provided under Mayoral schemes?

My Mayor’s Skills Academies (MSA) and Skills Bootcamps for Londoners programmes, which both include the green sector, support learners into good work. In order to count as a good work outcome, these programmes require employers to pay a basic salary of the London Living Wage (LLW) or above. This applies to paid work placements, employed and self-employed work and apprenticeships.

My Mayor’s Skills Academies (MSA) and Skills Bootcamps for Londoners programmes, which both include the green sector, support learners into good work. In order to count as a good job outcome, the MSA requires paid work placements, employment and apprenticeships to be for a minimum of four weeks, at 16 hours per week. Skills Bootcamps requires employment, including apprenticeships, to be continuous for at least 12 weeks, also at a minimum 16 hours per week.

In your 2024 manifesto, there was a commitment to a new programme of 'approaching partners to fund heat pumps, install solar panels and retrofit school buildings to make them more energy efficient'. What discussions have taken place since the election and what progress have you made?

I launched my Greener Schools Pilot scheme on December 5th, 2024. My team has engaged with London boroughs who have been invited to apply for part of £2 million of capital funding available to help their schools become more energy efficient and resilient to the impacts of climate change. The funding will be used by the boroughs for a range of interventions, including insulation, solar panels and heat pumps. The pilot will be scalable and could be rolled out nationally to benefit more children and schools across the country, helping to deliver the Government’s clean power.
