When can London’s boroughs expect TfL to start paying its share of the maintenance and resurfacing of the Principal Road Network?

Under the 1980 Highways Act, Transport for London is the Highway Authority for 580 kilometres of London’s key strategic roads, carrying 30 percent of the city's traffic – also known as the Transport for London Road Network, or TLRN.
Under the same Act, the remaining 1,200 kilometres of principal roads are maintained by the London boroughs.
London boroughs receive funding from the government to support the maintenance of their roads.
I welcomed the announcement in December that the new government will be providing vital additional funding to upgrade Britain’s highways, including a substantial increase in the allocation to London from £7.5 million this financial year to £24.5 million next financial year.
Through Local Implementation Plans, TfL supplements the funding from the government by providing £1.7 million to the London boroughs to support the delivery of road maintenance schemes on the Principal Road Network.
