What issues are preventing agreement for TfL to erect the pantograph charger at Orpington Bus Station?

There are currently no issues preventing the installation. The pantograph charger at Orpington bus station was erected in 2023.

When did negotiations begin with the occupier on securing the use of the land for a pantograph charger at Orpington Bus Station?

In preparation for the design and build of the pantograph charger at Orpington bus station, all parties were engaged in 2021 at the concept stage.
