What is the Mayor doing to ensure London’s train stations, especially terminals like Victoria, are safe?

London has around 600 rail stations made up of mainline terminals like Victoria, which are owned and managed by Network Rail, and Transport for London’s extensive London Underground and rail network. TfL has no direct control over security arrangements at Network Rail stations like Victoria.
TfL works in close partnership with Network Rail and its policing partners to deliver an extensive and multi-faceted programme to keep customers and colleagues safe whilst travelling across, in and out of London.
As part of this work, in 2021, TfL published a comprehensive Interchange Best Practice Guide for those involved in improving the planning, design and operation of interchanges.
TfL has robust Congestion and Control Emergency plans in place at hundreds of locations, including TfL stations, to manage crowds. These are frequently reviewed with Network Rail and other train operating companies where interfaces exist to reflect the latest best practice and learning.
TfL partially funds the British Transport Police (BTP), investing around £85 million a year. The BTP works closely with TfL and rail operators to keep the network safe through prevention, response and investigation.
