What work has TfL done to ensure that any extension of the Bakerloo line beyond Lewisham reflects the travel demands of local people?

In autumn 2019 Transport for London (TfL) undertook a public consultation on the proposed Bakerloo Line Extension. This sought the views of people living and working along the proposed extension as well as transport users in south east London and included a proposal to investigate an extension beyond Lewisham. 79 per cent of Bromley respondents showed support for a further extension of the route beyond Lewisham to Hayes and Beckenham Junction.
Given this level of support TfL is currently undertaking a feasibility assessment on the Bakerloo Line Extension which includes looking in more detail at the incorporation of the Hayes branch and transport modelling to better understand the travel impacts.
As set out in the public consultation, an extension beyond Lewisham to Hayes and Beckenham Junction could provide the following benefits:
• A more frequent London Underground service compared to existing National Rail services resulting in greater capacity
• More direct journeys into the West End, although journeys into the City would require an interchange
• Direct interchange with all other London Underground lines, the Elizabeth line, London Overground and the Docklands Light Railway (DLR)
• New direct connections to National Rail services from Paddington and Marylebone
• A new direct link from Beckenham Junction to Lewisham town centre and central London
• Upgraded and fully accessible stations on the Hayes branch.

Many commuters in West Wickham and Hayes are concerned about the loss of direct London Bridge services as a result of the extension. How will TfL address these concerns?

The Bakerloo Line Extension would impact current direct services only if it is extended beyond Lewisham to Hayes, which remains under investigation by TfL. If this option is progressed, Bakerloo line services on the Hayes branch would continue to provide a direct link to London Waterloo and London Charing Cross, but an interchange would be required to reach London Bridge. Interchange to reach this station could be made at Lewisham, New Cross Gate, Elephant & Castle or Waterloo stations.
The extension of Bakerloo line services to Hayes and Beckenham Junction would be expected to reduce journey times to the majority of destinations in central London and further afield, as well as increase capacity. These benefits would be enabled by a direct service to more locations, including key central London interchanges, and the faster acceleration and breaking capabilities of modern Bakerloo line trains that would operate on the Bakerloo line once it is upgraded, as well as the frequency benefits delivered by a more frequent service.

Has TfL looked into the feasibility of running dual services on the track so that the Bakerloo line and services to London Bridge can be run?

Inter-running Bakerloo line and National Rail services has been considered in the event that the Bakerloo Line Extension is progressed as far as Hayes and Beckenham Junction. Inter-running is not preferred however as it has several significant disadvantages.
In particular, it would not allow for step-free access to be provided from street to train (which is not possible if two different types of train use the same platforms). It would also limit the ability to provide a more frequent, regular and equally spaced train service, as the trains would be serving different destinations, therefore creating crossing movements and requiring consideration of other services further up the line including through the inclusion of additional time in the timetable to ensure no knock-on effects. Importantly, it would also not allow the reallocation of train paths into London Bridge to other branches to alleviate capacity issues on the wider Southeastern rail network.

Is TfL looking at ways in which Cannon Street services on the Mid-Kent (Hayes) line can be restored if National Rail services are devolved to TfL?

Discussions over the transfer of control of National Rail services are based on existing services. Any changes to these services would remain subject to industry timetable change processes and necessitate a review of the potential impacts on other services. In this example, the potential negative impact on wider network capacity due to the routing of such services would need to be fully investigated.

Will the Mayor commit to retaining the Beckenham Junction to London Blackfriars if the Bakerloo line is extending to Beckenham Junction?

The responsibility for planning the National Rail network lies primarily with the Department for Transport (DfT). I do not decide what services operate across the rail network in south east London, therefore at present I am unable to confirm which routes would be retained if the Bakerloo line was extended to Beckenham Junction. Feasibility investigations are currently underway examining the Bakerloo Line Extension and Transport for London will continue to work closely with Network Rail and the DfT to understand the impacts and opportunities of the proposal.

When do you expect to complete your manifesto commitment of introducing a ‘Bakerloop’ bus route?

I have asked Transport for London (TfL) to investigate additional Superloop routes. That work is underway, and a number of possible routings have been identified. I expect TfL to launch a consultation on a detailed proposal for the Old Kent Road area soon. Only after public consultation can final timescales be established.

Have you met with the new Secretary of State for Transport Heidi Alexander to discuss the Bakerloo line extension?

I have written to the new Secretary of State to congratulate her on her appointment and look forward to continuing to work with the Government to deliver a multi-year capital funding settlement for Transport for London (TfL) through the Spending Review process. This is needed to ensure long-term certainty for London's public transport network and to enable TfL to progress key growth schemes such as the Bakerloo Line Extension. Both TfL and I will continue to raise the importance of capital investment in projects including the Bakerloo Line Extension with the Department for Transport.

How much funding would TfL require from the Government to make building the Bakerloo line extension viable?

The scope and costs of the Bakerloo line Extension are still under development in the project’s feasibility stage, therefore changes in these will naturally impact the funding required from Government. In any event, a Government contribution will be required to deliver the scheme and its associated benefits. The Greater London Authority, Transport for London and local boroughs continue to work together to explore local funding sources that could contribute to covering the scheme’s costs.
