Safety Risk Management on TfL Services: Drafts & Discussion Documents
Question No: 2024/2262
Question (Thomas Turrell AM) 18th July 2024
Please will you provide me with all drafts and discussion documents – including, but not limited to initiating memorandums, emails, presentations, minutes, handwritten notes – associated with a 16 May 2024 TfL document entitled "Safety Risk Management on TfL Services" published by the Safety, Sustainability and Human Resources Panel?
Answer (Sadiq Khan) 23rd July 2024
Your request for “all drafts and discussion documents – including, but not limited to initiating memorandums, emails, presentations, minutes, handwritten notes – associated with a 16 May 2024 TfL document entitled "Safety Risk Management on TfL Services” would require an extensive level of searching to be carried out by Transport for London (TfL) across all operational business areas and a number of separate programmes since the paper describes TfL’s overall strategic approach rather than a singular piece of work.
If you were able to clarify the request in a way which would narrow its scope, then I will ask TfL to assess whether that enables them to undertake a search using an appropriate amount of resource.
Please note that the background to the paper of 16 May 2024 was published on 15 November 2023 as Item 5 of the Safety Sustainability and Human Resources Panel meeting pack, which can be obtained from TfL’s website:

Surface Transport - Bus Service Delivery Model
Question No: 2024/2265
Question (Thomas Turrell AM) 18th July 2024
The Auditor's conclusion in Audit 20006 that TfL's "Surface Transport - Bus Service Delivery Model" was "Poorly Controlled" is concerning and merits further scrutiny, specifically the fact that "poor performance is not being effectively managed in line with established TfL policies and procedures".
To what "poor performance" was the auditor referring?
Answer (Sadiq Khan) 23rd July 2024
The purpose of the audit was to provide assurance on the effectiveness of the Bus Service Delivery model post transformation. The scope of the audit looked at staff roles and responsibilities, policies, procedures and guidelines to support staff in their work, identification and meeting of training needs and stakeholder engagement.
The ‘poor performance’ that the auditor identified in the reports concerned the management of poor performance of operational staff in line with Transport for London’s (TfL) policies and procedures. At the time of the audit senior staff and managers were subject to TfL performance reviews but operational staff were under different performance arrangements as negotiated with the Trade Union which did not include Transport for London (TfL) performance reviews.
The audit identified actions to improve management of the TfL teams, and all have been closed.
