How many households has the Mayor's Warmer Homes Programme supported since 2018; please can a breakdown be provided by phase and year?

My Warmer Homes programmes have supported over 5,000 households since 2018:
Phase 1: Warmer Homes 1 2018 / 2020 - 1,224 homes
Phase 2: Warmer Homes 2 2021 / 2023 - 1,818 homes
Phase 3: Warmer Homes 3 2023 / 2024 - 2.070 homes
Phase 4: Warmer Homes 4 2024/2025 - In progress

Do you have targets for households supported during 2025-26?

My target for 2025-26 will be subject to the funding allocation received through the national government’s Warm Homes: Local Grant.

What conversations have you had about funding for future programmes with the Government and will this be over multiple years?

In December 2024 I submitted an Expression of Interest for the Warm Homes: Local Grant funding available from Government. I welcome that this funding programme will run to at least 2028, in contrast to the scheme under the previous government. I also look forward to discussing with Government retrofit funding being part of the Integrated Settlements to Mayoral Strategic Authorities, as outlined in the English Devolution White Paper.

How many Londoners have been supported by the Mayor's Warmer Homes Advice Service since May 2022?

Since May 2022, during Rounds 4 & 5 of funding for the Warmer Homes Advice Service approximately 15,000 households have been supported.

What is the greatest challenge with reaching the most disadvantaged Londoners and are you satisfied with your approach so far?

Addressing the needs of those Londoners for whom English is not their primary language was addressed through my Energy Advice London (EAL) service by providing information in the three most widely spoken foreign languages in London and through the provision of translation services. EAL also helped address the challenge for disadvantaged Londoners by providing free and impartial advice. Clear and concise information on energy usage and domestic environmental measures was available to all. Perhaps the biggest challenge however, is one of trust in the grant funding process, which we continue to address through working with National Energy Action and Community Energy Groups so disadvantaged Londoners can take up the offer of help. I am confident our continued work in this area will support all Londoners, including those most disadvantaged.

Are changing attitudes and behaviours part of increasing take-up and how are you addressing this?
Answer (Mayor of London, Sir Sadiq Khan: 21st January 2025
Attitudes and behaviours, such as scepticism about the benefits or inconvenience of applying, do indeed hinder uptake of energy efficiency grants. To overcome this, my Officers designed the Energy Advice London scheme and continue to work with National Energy Action and national government to highlight success stories, simplify application processes, and offer tailored support which can help change perceptions and increase participation in these schemes.
Engagement with London’s community groups and local enterprise, together with borough officers and ward councillors further help garner and use this insight as well as our continued consultation with central government in this respect.
